The Indian Telegraph Act, 1885 governs laying of cables and its utilities having 50 to 75 Volts that is harmless to human lives. But electric lines and its utilities having very high voltage like 230V, 11KV, 33KV, 110KV that endangers human lives. KSEB Limited illegally exercises the provisions of the Indian Telegraph Act, 1885 for placing 230V, 11KV, 33KV or 110K lines and RDO is not a competent authority in this regard. In the 21st Century, science and technology have developed a lot. As a result, various scientific and technological methods have developed for laying down lines and its utilities. Thus, telegraph lines, posts and its utilities are by now outdated as they utilise the innovative technology such as underground cables that replaced posts and utilities from footpaths and road margins of entire India. But KSEB Limted is reluctant to utilise the innovative technologies. Top priority is given to National Security and Defence in any country rather than electricity. Government of India acquires lands for the requirements of national defence after issuing notification according to the Land Acquisition, Rehabilitation and Resettlement Act, 2013. Furthermore, government of India is following the Land Acquisition, Rehabilitation and Resettlement Act, 2013 for building national infrastructures such as highways, airports, railways, atomic, thermal and hydro projects, ports, and so forth without infringing fundamental rights of citizens and enactments. As per Government policy, new projects should be publically notified before implementation. But KSEB Limited does not publically notify their projects before implementing. They just infringe public and private rights and fundamental rights of citizens as well as enactments. This should be stopped forthwith for upholding the sanctity of fundamental rights and enactments. Otherwise it would be bad in law and eclipsed sanctity of fundamental rights and enactments. Section 67 (1) of the Electricity Act 2003 stipulates that the electricity supply lines may be laid by the licensee from time to time but subject always to the terms and conditions of his licence and as per Section 67(2), appropriate Government may make rules in this behalf. Section 68 of the Electricity Act 2003 specifically deals with the installation or continuation of the installed overhead lines, but after the approval so granted by the appropriate Government. Thus, utilities to place transmission lines and posts under, over, along or across and posts in or upon any immovable property including public paths and those under the control or management of local authorities are subject to restrictions and the approval granted by the appropriate Government. Hence, KSEB Limited has no full freedom to do so. Further, Government of Kerala has not framed rules under sub-section (2) of Section 67 of the Electricity Act, 2003 after a lapse of sixteen years. KSEB Limited widely propagates about the elimination of low voltage, providing better service and ensuring minimum interruption to the public for placing HT overhead lines like the former irrigation Minister Shri. M.P. Gangadharan who issued order for laying vast quantities of unnecessary pipes underneath the entire roads in Kerala on the pretext of water crisis.

ചിലപ്പോഴെല്ലാം ചില വ്യക്തികൾ അവർക്കുനേരെ ഭരണാധികാരികളോ മറ്റാരെങ്കിലുമോ ഒക്കെ നടത്തുന്ന നീതിനിഷേധങ്ങളുടെയും കയ്യേറ്റങ്ങളുടെയുമൊക്കെ വിവരങ്ങൾ എഴുതിയും പറഞ്ഞും കാണിച്ചുമെല്ലാം പൊതുജനശ്രദ്ധ ക്ഷണിക്കും.  നവമാദ്ധ്യമങ്ങളും പത്രങ്ങളുമെല്ലാം അവർ അതിനായി ഉപയോഗിക്കും. പരമാവധി ആളുകളുടെ പിന്തുണയാർജ്ജിക്കും. അവർ പറയുന്നതെല്ലാം വളരെ ന്യായമായിത്തോന്നുന്ന ജനം അവർക്കു വളരെയധികം മാനസികപിന്തുണ നൽകും. പലരും നീതി നിഷേധിക്കപ്പെട്ടപ്പെട്ടവരെന്നു തോന്നുന്ന  ഇത്തരക്കാർക്കുവേണ്ടി നേരിട്ടിറങ്ങിപ്പോലും പ്രവർത്തിക്കും. എന്നാൽ അവർക്കുവേണ്ടി മാനസികമായും നേരിട്ടും പ്രതിഷേധിച്ചവരെല്ലാവരെയും വിസ്മയിപ്പിച്ചുകൊണ്ട് അവരുടെ പ്രതിഷേധം ഒരു സുപ്രഭാതത്തിൽ കെട്ടടങ്ങും. ജനശ്രദ്ധയിലേക്ക് തങ്ങളുടെ പ്രശ്‌നമെത്തിക്കാൻ  സാമൂഹ്യമാദ്ധ്യമങ്ങളെല്ലാം ഉപയോഗിച്ച് അപ്ഡേറ്റ്സ് എത്തിച്ചിരുന്ന ഇവർ പെട്ടന്ന് നിശബ്ദരാകും. എന്നാൽ തങ്ങളുടെ പ്രശ്‌നത്തിൻറെ നിലവിലെ   അവസ്ഥ എന്തായിയെന്നോ അതിനു ന്യായോചിതമായ പരിഹാരം ഉണ്ടായോ എന്നോ ഒന്നും അവർ   അവരെ മുൻപരിചയം  ഇല്ലാതിരുന്നിട്ടുപോലും അവരുടെ പ്രശ്നം നേരിട്ടും അല്ലാതെയും  ഏറ്റെടുക്കുകയും പ്രതികരിക്കുകയും ചെയ്ത പൊതുജനത്തെ വേണ്ടതുപോലെ അറിയിക്കാതെ ഒളിച്ചുകളിക്കും. അത്തരത്തിൽ ഒരു സംഭവമായിട്ടാണ് ഇതും കണക്കുകൂട്ടുന്നത്.  അവരുടെ പ്രശ്നത്തിലേക്ക് ജനശ്രദ്ധ കൊണ്ടുവരാൻ കാണിച്ച അവേശമൊന്നും  പിന്നീട് പ്രശ്നം ഒത്തുതീർപ്പായോ എന്നുജനങ്ങളെ അറിയിക്കാനായി  കണ്ടില്ല.  അതായത്, ചില കാര്യങ്ങൾക്കായി സോഷ്യൽമീഡിയയിലും മറ്റും  പ്രതികരിക്കാനിറങ്ങിയാൽ അവസാനം വാദിയും പ്രതിയും ഒന്നാകും,   പ്രതികരിച്ചവർ മണ്ടന്മാരുമാകും. അപ്പോഴാണു തോന്നുക നമ്മളെ നേരിട്ടു ബാധിക്കാത്ത പ്രശ്നങ്ങളുടെ പിന്നാലെ പോകാതെ അവയെ പരമാവധി  കണ്ടില്ലെന്നു നടിക്കുന്നതാണ് നല്ലതെന്ന്!
